We help low-income families in Breathitt, Knott, Leslie, and Perry counties in Eastern Kentucky achieve their dreams of owning a new home. HDA homes are affordable, high quality, long-lasting, and energy efficient. We do not give away houses, and it’s rare that we sell an already-built home. Rather, families must first qualify for our program, and then, we work with them through Housing Counseling to prepare them for homeownership.
Inside or outside, our carpenters can make the improvements low-income homeowners need. Whether you need two or more major repairs, critical repairs (like a new roof, new flooring, new HVAC, bathroom replacement, etc.), or accessibility repairs (wheelchair ramps, porches, bathroom upgrades, etc.), HDA is here to make the repairs qualifying homeowners need at a price they can afford! Let’s make your home stand the test of time.
HDA offers affordable rental homes for low-income families and 1-BR and 2-BR apartments for qualifying very low and low-income applicants. We also have Single Occupancy Apartments for single homeless individuals. Please be aware that we have a limited number of rental units in or near Hazard, KY and very low turnover. We offer group volunteering opportunities to folks from all over the country throughout the year! In 2025, we are challenging groups to take on our Ultimate House Raising Challenge, which is a way for our volunteers to make the most impact. We welcome volunteers ages 18 & up in College Mission Trips/Alternative Breaks, church/religious groups, corporate retreats, senior adult volunteer groups, etc. We also have a Local Volunteer Program for groups from churches, high schools, and businesses in the counties we serve.
Our region has been hit by three major floods in less than 5 years, and it seems that weather-related disasters are becoming more and more frequent. Let us help you recover by making home-saving repairs on a home outside of the flood zone or build you a new home on higher ground!
Often simply called “Redbud,” our Community Development Financial Institution (CDFI) uses a combination of fair loans and individualized financial education to help you build a pathway to homeownership, break free of debt, and many other dreams!
Our groundbreaking program provides paid, on-the-job training in home construction for men & women in substance use recovery. Trained by our experienced staff carpenters, our trainees not only learn the construction trade, but they also earn college certificates, improve their resumes, and build affordable homes for the workforce of Appalachian Eastern Kentucky.
Since the program's start in 2019, in partnership with local substance use recovery programs, an impressive 73% of our trainees have gone on to complete college programs and/or have secured what most substance use therapists say is the key to helping someone stay in recovery: a job!
On or about March 31, 2025 the Kentucky Housing Corporation will submit a request to the United States Department for Housing and Urban Development (HUD) for the release of HOME Investment Partnerships Program (HOME) funds under title II of the Cranston-Gonzalez National Affordable Housing Act, as amended (42 U.S.C.12721 et seq.), to undertake a project with the Housing Development Alliance, a Community Housing Development Organization (CHDO) to acquire land and to construct a one story, 3 bedroom, 2-bathroom, single-family detached home with a shingle roof, vinyl siding and crawl space on an approximately 1-acre vacant lot located at 57 Cornett Lane, Hazard, KY 41701 for sale to a low income homebuyer. The total development cost is estimated to be approximately $200,000 with approximately $180,000 in HOME funds.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Kentucky Housing Corporation, 1231 Louisville Road, Frankfort, KY 40601 and may be examined or copied weekdays from 8 a.m. to 4 p.m.
View ERR Documents OnlineAny individual, group, or agency may submit written comments on the ERR to Winston Miller, Executive Director, Kentucky Housing Corporation, 1231 Louisville Road, Frankfort, KY 40601. Comments may also be submitted via email to environmentalreview@kyhousing.org. All comments received by March 30, 2025, will be considered by the Kentucky Housing Corporation prior to authorizing submission of a request for release of funds.
The Kentucky Housing Corporation certifies to HUD that Winston Miller in his capacity as Executive Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows KHC to use Program funds.
HUD will accept objections to its release of funds and the Kentucky Housing Corporation’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Kentucky Housing Corporation; (b) the Kentucky Housing Corporation has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U.S. Department of HUD; Office of Public and Indian Housing; 601 W. Broadway; Ste. 110; Louisville, KY 40202 or via email at LouisvilleRROF@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
